The number that will take prominence is the 1,300,000. True, 130,000 is a large number as well. The Toyota Yaris of model years '06 and '07 will fall under a NHTSA Recall because, in a front impact, the seatbelt could cause a foam pad to ignite. Fires are bad. NHTSA's got your back.
